Abstract
To explain the changes at the local level, an integrated model of both policy and behaviour within local government is devised. The chapter considers how some local governments have shifted their internal configurations from being structurally administrative-executor with transactional behaviour, to a legislative-activist structure with transformational behaviour to seek local growth from a global market. The dyadic framework reveals different possible outcomes for coupling the agency of transactional or transformational leadership with the policy structures of administrative-executor or legislative-activist.
