Abstract

Thailand has a long tradition of centralized government, and as such, initiating local innovation within this context is not an easy task. For more than a decade, decentralization has been a key objective of political and administrative reform in Thailand; yet even so, progress in implementing decentralization policies has been slow and inconsistent.
