Abstract
The following chapters analyse the social, economic, and political functions in the rural welfare system and discuss the characteristics and meanings of welfare system in China. This chapter describes social factors of welfare. Nowadays, rural community construction or community development (after 2000) in China is gathering speed. It is a path to improve the well-being of rural citizens and living infrastructures of the countryside. It is embodied at the governing and service mechanism of the rural welfare system, welfare services’ production and delivery. The key point is that community construction specially is about social administration and public governing of rural welfare. This chapter gives five types of rural construction, including villagers committee leading, volunteers’ active roles, village and enterprise jointed, building central village and “people’s war”.
