Converting Elections: 1988, 1994, and 2006

Abstract

The notion of “converting elections” refers to an electoral victory for the ruling party that is nonetheless accompanied by significant changes in the situation of the electorate . The Mexican presidential elections of 1988, 1994, and 2006 are explored under this definition. Across the 1980s, gradual processes of political liberalization , induced through electoral reforms , made elections more competitive. It followed that the elections of 1988 were surrounded by accusations of electoral fraud . This chapter uses electoral data to support the thesis that, even if Carlos Salinas won the elections, he did not do so by the margins reported officially. The contestations that attended these elections came from the Left, particularly through the scission of the left wing of the PRI as the Frente Democrático Nacional, which would later become the PRD , as well as the entrepreneurial-based PAN . Mobilization centered on the discontent of several sectors—belonging to both civil society and political parties—that were previously faithful to the PRI. This discontent derived from electoral fraud in presidential as well as local elections. The calls for democracy turned on the creation of new institutions. These were seen as paving the way for proper democratization through the guarantee of fairer elections, which were first held in 1994. The chapter closes with an account of the 2006 elections, the closest electoral race in the history of México’s democracy , in which the governing party held power but new cleavages appeared, as is revealed by a statistical analysis of the voters in this election.
