Abstract

During the 1860s, with the broadening of electoral rights and the further retreat of censorship, the officials became ever more concerned. In order to counter what they considered to be a hostile press, they sought protection in the ill-fated effort to create a pro-government public opinion, first through the licensing of government-friendly independent papers, and then, when that failed, through the even more unlikely tactic of licensing a great number of papers in the hope that they would dilute the opposition through competition. The government was hooked on the horns of its own dilemma. If it ignored criticism, it failed in its mission to protect the public. If it prosecuted, it enhanced the reputations of the accused.
