Abstract

This chapter draws together the analyses of the tripartite British, French and Dutch foreign policies of the revolutionary and Napoleonic periods, and offers a comparative assessment of the influence of public opinion on policy in these three case studies. The chapter highlights the impact of active and latent public opinion, tracing both similarity and difference across the three national experiences. The assessment of these policies in light of public opinion and national discourse reveals some pervasive themes that run across boundaries of nation, regime and ideology, and that offer some more general insights into the conscious and unconscious engagement of policymakers with their peoples.
