Abstract
Conceptually capacity development has become a very fashionable governance reform policy for developing countries, attracting the support of Donors and development partners. Capacity development is about strategies, change, leadership, politics and knowledge management. Capacity development has had a considerable impact on development projects in the region, but is affected by corruption, AIDS pandemic and the unwillingness of leaders to adapt to change. For a sustainable impact on development projects, developing countries must own their development initiative with support from Donors. Leaders ought to at least consider change and take steps to avoid corruption if SSA has to achieve the desired results as far as capacity development is concerned.
