Abstract
Brief or reign is one of the governance features and the governance approaches adopted in the PRC. This chapter presents this importance governance feature and approach and examines the formation and construct of briefs. It is noted that a brief is not a layer in government organization and structure, which plays a co-ordinating role primarily while offering guidance and exercising leadership as well. Briefs exist in Central Government as well as at local levels. Each brief involves several government departments and agencies; it may involve or be led by a Party department. They may evolve over time and may vary in coverage at different levels of government or in different regions. This chapter introduces and discusses the briefs that have prevailed in the dominant time periods in the PRC in industry, agriculture, finance and commerce; culture, education, publicity, health, science and technology; and legal and political affairs and international relations. In detail they are industries and communications and transportation brief, agriculture brief, finance brief, publicity and instruction brief, culture and education, health, science and technology brief, political and legal brief, and foreign affairs brief.
