Abstract
The authors consider the green technology as a platform to bring together the interests of business structures to expand business boundaries and improve the quality of life of the population. Development in the South Russian regions and cluster seed is not only a way to food security, but to the landscape gardening of cities and rural settlements. The use in landscaping cities of the matrices of Pete Oudolfa will bring the unique plants growing in the natural park of nature reserves in the region to urban human habitat. Knowledge and compliance with environmental laws should help mankind realize the need to search for and transition to a new stage of development of the world economy—“economy of ecology”. The emergence of the concept of ecological settlements “after oil green city” (Post Carbon Cities), “bio-positive sustainable settlement” (AN Tetior) eco-polis (D. Kavtardze), and green city based on industrialized medium-sized cities (L.N. Medvedeva) will provide an understanding of how life is seen in cities across the decades. Cluster policy model in regional economic systems will allow a differentiated approach to stimulate the cluster of subjects. The management of “lean technologies” will ensure the effective functioning of the cluster seed and achievement of identified milestones.
