Abstract
In his last briefing to the Security Council Serry had warned that prospects for a two state solution were fading and that by default a “one state reality” was on the parties’ doorstep. While examining the implications the author exposes the fallacy of believing that the one state reality could over time turn into a solution. At the same time, fresh thinking is urgently needed to restore prospects for the two state solution. In this regard, the question is raised if a compromise involving two vexing final status issues—refugees and settlers—could present another way forward. In an effort to stir some fresh debate on a different perspective for a two state outcome, a suggestion on a Compromise on Residency Exchange (CoRE) is explained in this chapter.
