Abstract
After President Obama’s re-election another US peace initiative was launched and vigorously pursued by the new Secretary of State, John Kerry. The stakes were high as the consequences of yet another failure were well understood by all stakeholders. In this chapter the author offers his analysis of what went wrong and why any future negotiations should be based on a more substantive framework (end game parameters) to be endorsed by the international community. The chapter, therefore, includes an annex, where Serry, building on discussions in the framework of the Quartet, offers his understanding of fair and balanced parameters.
