Abstract

This chapter argues that there indeed could be a Third Option for the South China Sea, regional collaboration can lead to quickened economic growth and development, but this is not simple to find or initiate. A list of eight guidelines is provided, summarizing the lessons from existing initiatives. The conclusion thus poses a challenge: while the effort needed to successfully mount a viable regional cooperation program is formidable, the risks to the regional and indeed the global economy are too large to allow the present behavior to go unchanged.
