The Development of Quality Policies in Higher Education

Abstract

Chapter 2 offers a detailed background to the quality and standards movement in higher education globally. It focuses on the role of the Organisation for Economic Cooperation and Development (OECD) as an ‘agenda-setter’ and considers landmark developments in the UK and US as well as Australia. As data for this research were collected in all three countries, relevant policy background in each national setting was essential. In Australia, the primary focus is on landmark policy documents in the 5 year period prior to data collection (2013). Three aspects of Australian policy development were particularly notable: a framework for minimum (threshold) learning standards ‘owned’ by the disciplinary community; establishment of a ‘super-regulator’, the Tertiary Education Quality and Standards Authority, with power to deregister universities; and proposed indicator frameworks for higher education performance funding. The analysis here points to significant policy contestation, often resulting in policy U-turns and, arguably, undermining the policy intention of enhancing the quality of graduate learning standards.
