Abstract
My book The State, War, and the State of War concluded that the main source of armed conflict in the contemporary international system in not in the relations between states, but problems within states. The long list of civil wars, wars of secession, genocides, ethnic and religious armed strife, and politicides since 1945 is accounted for primarily by the relations between governments and the socially complex societies over which they rule. This section of the book explores these critical relationships and locates some of the sources of state failure.
