There’s No Economic Imperative to Reconsider on Open Internet

Abstract

The debate on the neutrality of Internet access isn’t new, and if its intensity varies over time, it has for a long while tainted the relationship between Internet Service Providers (ISPs) and Online Service Providers (OSPs). This paper was first published in April 2013 as a reaction to two particular traffic management approaches which framed the network neutrality narrative between the end of 2012 and the beginning of 2013. Such approaches are still very actual within the network neutrality debate and need to be mentioned, by way of introduction.
