Abstract

This chapter addresses drilling and production discharges in the marine environment. It first provides a brief overview of the history of offshore oil and gas development to provide context for the ensuing discussion. The nature and volumes of the different types of discharges and their associated potential impacts on the marine environment are then addressed, along with some historical examples. A discussion of the regulatory approaches taken in different areas, illustrated with some examples for specific countries and comparisons of the schemes, a summary of the accidental discharge regulatory history and, where applicable, the incidents that have driven the process, as well as a review of International and Regional Treaties is provided. An overview of the government and industry initiatives that are being undertaken to help prevent accidental releases is then included. This is followed by a brief discussion on different clean-up approaches, including the potential to not remediate some areas, when the impacts associated with the clean-up are more that those associated with the release. Some data sources on discharges to the marine environment are provided.
