Abstract
Publication of research works results, obtained in USSR, should be done in Russian Journals. It took a lot of time for reviewing, accepting and publishing up to 2-3 years. Special permission of GLAVLIT were needed before submitting the manuscript to foreign Journal. Problems arise even in reading the papers of foreign authors because special permission was needed to receive the Journal from the library. As a result Investigations were on parallel paths. They would have been more successful on both sides, if there were no such barriers. What you will read here is not a historical review, but I like to share some personal reflections which I have written down for this book on request of the editor. Now one remembers the Soviet time already as something unreal, and the only idea which comes up is the wish that this will never happen again.
