Abstract
The term “governance” comprises a multitude of different definitions: all of them have proven their usefulness, although there is much difference in understanding. The political definition as it is used in our daily life is that the governance means “running the country”. For this a government has set up necessary structures and processes to develop national decision making and an according implementation. “Good” governance aims at an early and comprehensive societal participation, but nevertheless even a high level of participation of the society will not result in outcomes that satisfy the expectations, needs and interests of all the different societal groups.
