Foreign Trade Zones Policy in the United States: A Controversial Instrument1

Abstract

In recent years, Foreign Trade Zone usage in the United States has been increasing substantially. While certain business and competitive advantages can be realized by the Zone user and by communities with zones, questions have been raised about the application of the concept in the United States. This paper addresses issues which deal with the controversial evolution of the regulatory environment of zones, and how that may have contributed to a particular pattern of uneven growth, resulting more in users developing their capabilities to compete in the United States rather than in foreign markets.
