Abstract

The BOEM develops activity scenarios that describe the offshore activity that is expected to arise according to 5-year lease plans. These forecasts are published by BOEM in condensed form and serve as the input into the OSV model forecast. The purpose of this chapter is to describe the process by which BOEM constructs activity scenarios from forecast data. We focus on a single planning area to simplify the presentation and conclude with a general discussion of the model assumptions.
