Organ Transplantation in Times of Donor Shortage

Abstract

Organ donation and transplantation are legally regulated by the German Transplant Act of 1997, which was revised in 2012 and 2013. Organ donation is specified as a common task and assigns various responsibilities to several organisations. The removal and transplantation of tissues is regulated by the Tissue Law from 2007. Since then, organ donation and tissue donation have been legally separated. Hospitals with intensive care units are legally obligated to report potential organ donors to one central German procurement organization, the German Organ Transplantation Foundation (Deutsche Stiftung Organtransplantation = DSO), which coordinates the entire organ donation process. The allocation is subject to Eurotransplant International Foundation (ET), which allocates organs in accordance with the guidelines of the Federal Medical Council. The transplantation centres are responsible for waiting lists, organ transplantation and aftercare .
