Abstract

The evolution of peacekeeping mandates towards complex protection and peacebuilding mandates present specific challenges for UN peacekeepers tasked with conducting complex operations in unfamiliar geographic locations and cultural contexts. The efficacy of peacekeeping is dependent on mandates that are cognizant of and sensitive to the different cultures, languages, political environments, and cultures in which the peacekeepers will be operating. To this end, the regional implementation of UN mandates might present a “best way forward” for UN peacekeeping.

The local context—considerations related to culture, language and identity—is a crucial consideration in how the UN approaches peacekeeping. Additionally, it is crucially important that the mandate engages with, and gains the support of, regional partners who can successfully navigate the local environment for successful implementation of the mandate. Regional support is often undertaken by geographically circumscribed organizations. In the continent of the Americas, this responsibility has historically fallen to the Organization of American States (OAS). However, different forms of sub-regionalism are emerging and gaining political momentum in Latin America and the Caribbean, including South America.

When the UN Stabilization Mission in Haiti (MINUSTAH) was established in 2004 three South American countries—Argentina, Brazil, and Chile (known as the ABC countries)—assumed strategic roles in the mission. In particular, Brazil assumed leadership of the military component of MINUSTAH and developed a regional specific approach to fulfill the MINUSTAH mandate. This chapter explores the experiences of the ABC countries in MINUSTAH and will reflect on the validity of regionalism as an approach towards the effective implementation of a peacekeeping mandate.
