Conflict Resolution in Water Resources and Environmental Management

Abstract

The many contributions contained in this book regarding the theory and practice of effectively addressing conflict in water resources and environmental management are put into perspective in this chapter. More specifically, the contents of each of the subsequent fifteen chapters are categorized within four main parts according to the systems methodology that is employed and the type of case study to which it is applied. A metaphor called the “knowledge ladder” is utilized to explain how one can ascend a ladder from data for evaluation at the first rung, to information for decision making at the second, to knowledge for management at the third, and ultimately to wisdom for peace at the top rung at which conflict is resolved. With respect to the type of application that is investigated, each chapter is designated according to the highest rung reached in the knowledge ladder.

Acknowledgments

The Editors would like to express their appreciation to the hosts and organizers of ICWRER 2013, held in Koblenz from June 3rd to 7th, at which the initial versions of chapters contained in this special edited volume were originally presented. As mentioned in Sect. 1.1, this highly successful conference was ably chaired by Dr. Johannes Cullmann with the dedicated assistance of Ms. Ana Maria Conde Corral from the German Federal Institute of Hydrology, members of the Scientific Steering Committee for ICWRER 2013, and members of the ongoing ICWRER Steering Committee chaired by K.W. Hipel and co-chaired by G. Dandy (all authors of this introductory chapter are members of this committee). Kind acknowledgement is also directed to Dipl.-Ing Michael Behrendt, Director General of the German Federal Institute of Hydrology. They are also grateful to the authors of the papers for expanding and revising their articles after the conference based on feedback obtained at their presentations, submitting their extended papers for review, and then appropriately revising their papers following helpful suggestions furnished by the reviewers. The Editors are indebted to the many anonymous referees who devoted their valuable time and expertise to carefully read the papers and provide thoughtful comments for enhancing them. Dr. Michele Bristow kindly coordinated the reviewing and revising process of the chapters in arriving at this high quality, fully-refereed book publication. Finally, the Editors also wish to thank Dr. Stephan Klapp from the Environmental Sciences Division of Springer as well as other Springer personnel for their work in the planning and execution of the publication of this book.
