The 1990s represent a critical time in the history of US schools. It was during this decade that mass casualty school shooting rampages became a part of the culture. Culminating with the Columbine rampage, educators, law enforcement agencies, policy makers, and academics took on the challenge of making the schools safe. Neither school violence was a new phenomenon, nor was lethal school violence. According to Midlarsky and Klain (2005), the first school shooting occurred in France in 1646. It was the frequency of shootings and number of casualties that caused such concern.
