Abstract

This chapter addresses the policy issue of how to improve the transition from school to university of an increasing number of students in developing countries in Asia. Based on data about rising enrollments in higher education, the paper identifies ways to improve the alignment between schools and universities in a manner that will maintain an efficient balance between the quantity and quality of higher education.

    In the Bologna declaration of 1999, European ministers with responsibility for higher education initiated the Bologna process by setting out the goal of establishing the European Higher Education Area by 2010. After a decade of reforms, in April 2009, ministers reaffirmed their commitment to continue the Bologna process and expressed the need to consolidate reforms in the period towards 2020 (EUA 2011).
