Abstract
This chapter explains the methods used to compare education reform results in Kentucky and Tennessee. Information is provided on data selection, hypotheses tested, research design, and justification of the selected methods. The study examined results in both states and then sought points of comparison to determine which of the two states achieved the best results. The first goal of several of the tests was to establish if significant differences existed between the states that warranted further analysis. Where potential points of comparison were found, additional analysis was conducted in order to draw conclusions about the relative success of each state’s reform efforts. The study was guided by a few overarching research questions.
