Abstract

Community empowerment through the transfer of knowledge and skills has the potential to build capacity of people in communities to enhance their lives by engaging in activities that will develop their lives. This paper demonstrates that the use of two very simple technological innovations: pre-recorded video training sessions and automated mobile help-line service, coupled with the establishment of community learning centers can ensure that people learn anywhere, anytime, at their own pace, in their native language over the most accessible devices and with little or no cost.
