Abstract

The European Commission refers to Electronic Government (eGovernment) as the use of information technologies to improve the interaction between public administrations, citizens, and the private sector. In this chapter, the reader will be presented with the different levels that are part of the eGovernment framework, which is used in this work, in order to understand to what extent Electronic Participation (eParticipation) is important to this work and what can be covered by the SmartParticipation project.
