Die Verfassung vom 12.7.1991 erklärt Bulgarien zur parlamentarischen Republik (Art 1/1 Verfassung der Republik Bulgarien, SG 56 v 13.7.1991 idF SG 27 v 31.3.2006; in Folge Vfg). Bulgarien ist ein Einheitsstaat mit örtlicher Selbstverwaltung (Art 2 Vfg). Das Staatsgebiet gliedert sich in Regionen und auf lokaler Ebene in Gemeinden (Obstina; Art 135 Vfg).
