Abstract

This contribution focuses on the role of covenants in environmental policy, with particular reference to the Netherlands. It does so on the basis of the observation that the number and qualities of environmental covenants have changed considerably over the past decade. The position of covenants with respect to other instruments of environmental policy will be discussed in section 2, using a familiar typology of instruments which is then expanded. Section 3 discusses briefly the change in configuration of actors involved in environmental policy. This change has an explanatory value for the increased importance and number of covenants. Subsequently, a discussion of experiences with covenants will be given in section 4. In this section the (perceived) advantages and disadvantages will be presented, along with the wide range of applications of this instrument. It will further propose some rules, “10 commandments” for effective covenants. Section 5 concisely presents one particular covenant, the CFC Action Programme for the Netherlands. Some conclusions will be presented in section 6.
