Abstract
Risk management involves a balancing act in which the potential rewards of a contemplated action are weighed against the potential costs. There has been a long-running and sometimes acrimonious debate between “hard” scientists — who treat the rewards and costs as capable of objective measurement — and social scientists — who argue that risk is culturally constructed.
