Risikokommunikation: Bedingungen und Probleme eines rationalen Diskurses über die Akzeptabilität von Risiken

Zusammenfassung

Risikokommunikation ist zu einem Zauberwort in der aktuellen Debatte um die Akzeptabilität von technischen und anderen zivilisatorischen Risiken geworden. Während die eine Seite hofft, mit Hilfe kommunikativer Strategien die von Risiken potentiell betroffenen Bürger davon zu überzeugen, daß es in ihrem Interesse ist, diese Risiken zugunsten des damit verbundenen Nutzens zu akzeptieren, glaubt die andere Seite, daß Kommunikation zu einer Mobilisierung der Bevölkerung und damit zu einer vermehrten Akzeptanzverweigerung führen würde. Diese gegensätzliche Erwartung an die Wirkungen der Kommunikation hat viel zur gegenwärtigen Verwirrung über die Funktion und Leistungsfähigkeit des Konzeptes „Risikokommunikation“ beigetragen.

J.S.: Herr Prof. Renn ist Volkswirtschaftler, Soziologe und Sozialpsychologe und Professor für Technik, Umwelt und Gesellschaft an der Clark University in Worcester, Mass., USA. Seine Forschungsgebiete sind Risikoanalyse, Risikowahrnehmung, Umwelt- und Technikforschung, Partizipation. Er ist Direktor des Interdisziplinären Instituts für Friedens- und Konfliktforschung und Mitglied der Arbeitsgruppe „Umweltstandards“ der Berliner Akademie der Wissenschaften.
