Abstract
Why is it so difficult to arrive at effective changes of individual environmental behavior? It is argued that several essential preconditions for adequate goal-directed behavior and behavior change are typically missing in environmental problem situations. Twelve classes of “missing preconditions” are described, which may provide a comprehensive framework when designing and implementing strategies aimed at changing individual environmental behavior.
