Abstract
This chapter explores the relationships between commissioning and co-production from the perspective of strategic management as an academic field of inquiry. Specifically, the aim of the chapter is conceptualising strategic commissioning and, by extension, co-commissioning of services with users and communities, within the framework of the co-production logic, by bringing the public more fully into the commissioning process. After defining the notions of co-production, commissioning and co-commissioning and setting them in the context of the doctrinal debate on governance quasi-paradigms, the chapter outlines the core features of co-commissioning, to then examine how three approaches to the strategic management of public services—namely the public value, the strategic planning and the learning schools—can shed light on the dynamics driving public authorities to transition from commissioning to strategic co-commissioning.
