Contextualizing the “Turkish Paradox”

Abstract

The chapter contextualizes the “Turkish paradox” of lower representation of women in municipal councils as compared to in the Parliament. Women’s political underrepresentation is analyzed through three perspectives: historical, party-specific, and locally based. First, the historical perspective reveals that it is not always true that women were fewer in municipalities, especially during the years of minimal national representation. Secondly, it becomes apparent that political parties contribute unequally to women’s political exclusion, even though this fact often remains hidden within the national average of women’s representation. Thirdly and crucially, the local fabric in Turkey is very rich with significant differences and specificities linked to region, city, and even incumbent political majority.
