Abstract

Addressing the nuclear threat posed by the development and proliferation of nuclear weapons, that hamper efforts towards achieving nuclear disarmament, is the major challenge of Nuclear Safeguards, the first of the three ā€œSā€ā€™ of the IAEA, as already mentioned (see Sect.Ā 3.3).

    Dr. Dimitris Perricos, a Greek nuclear chemist, based upon his experience in Iraq led the pioneering IAEA project to enhance the effectiveness of the IAEA, which eventually led to the creation of the Additional Protocol. In 1991, he also headed the IAEAā€™s international mission to confirm the destruction of the nuclear arsenal and the relevant program in South Africa (see Sect.Ā 8.5). From 1993 to 1999 Perricos was the head of the IAEA Division that handled the critical nuclear issues of North Korea. In 2000, after retiring from the IAEA, he became director of planning and operations of the UN Nations Monitoring, Verification and Inspection Commission (UNMOVIC) in New York under the former DG of the IAEA Hans Blix and led the first UNMOVIC inspection team in Iraq in November 2002. In 2003, after Dr. Blixā€™s departure from the Commission, Perricos was appointed executive chairman of UNMOVIC.
