Epilogue: A New Security Architecture for the Persian Gulf

Abstract

Arafat offers a unique analysis on establishing A New Security Architecture for the Persian Gulf. This chapter discusses a short-term security architecture for the Gulf security: the Regional Dialogue for Cooperative Security in the Persian Gulf (RDCSPG) and a long-term security architecture: the Organization for Security and Cooperation in the Persian Gulf (OSCPG). The RDCSPG is a forum for the Persian Gulf security, while the OSCPG is aimed to supplement, but not supplant the GCC. The OSCPG might include all GCC states besides Iraq, Iran, Yemen, while the United States, Russia, China, and India and Turkey would be the region extra-regional powers. This chapter concludes that the GCC should develop a balanced formula between their dependence on the United States as security provider of the region and the inevitability of creating new security order for the Persian Gulf.
