Abstract

This chapter shows how the newly created European Commission adopted the research policy ideas propagated by the OECD in the early 1960s. It demonstrates how the Commission and other advocates for European integration in the field of research used the pursuit of growth, the conviction of the economic benefits of science, and last but not least, the fears of European lag in sectors of high technology, as imperatives for new European Community action. The first Council meeting, bringing together the ministers responsible for research from all Community member states in 1967, demonstrated that, in principle, the member states were open to the prospect of broadening the EC’s activities in the field. The creation of the European Commission’s General Directorate for Research (DG Research), also in 1967, set the necessary institutional foundation for future overtures.

The immediate reason for the crisis was the failure to agree on the financial arrangement of the common agricultural policy as a result of which the French government withdrew its representatives from the Community institutions. Ultimately, however, the crisis stemmed from the clashing visions of the Community’s future development and especially regarding the amount of political power that should be given to the Commission and the European Parliament. Italy was a net looser in the CAP. Following the difficult negotiations between 1961 and 1964, a common market had been created for meat, milk, cereals, and rice—all products that Italy was actually importing. In this way, Italy, an important agricultural producer itself, ended up supporting the production of its wealthier partners. The growing desperation and disquiet of some scientists and industrialists about Italy’s situation was manifestly expressed in a meeting of the Federazione delle associazioni scientifiche e tecniche, in July 1967. This meeting marked an important occasion where the opinions, fears, and intentions of Italian big industry were fully revealed. The main worries of the participants included the increasingly negative balance of payments in technological products, the slow change of attitudes in industry, and the weak links between university and public research institutions, on the one hand, and private enterprises, on the other. This debate had a clear effect on Italian politicians: the following year saw the creation of a new fund (Imi, Istituto mobiliare italiano), designed to finance research in all fields except nuclear and aerospace.
