Abstract
During the decade of the 1970s, at the same time as various repressive measures, including arbitrary imprisonment, torture and assassinations, a ‘slow, gradual and secure’ process of relaxation of dictatorial controls was also begun by the regime in Brazil. In December of 1978, President-General Ernesto Geisel of the Brazilian Republic permitted the Brazilian Congress to rescind the infamous AI-5, the Act which had restricted constitutional liberties. This did not signal the end of the dictatorship, which continued until March of 1985, when the ‘Nova República’ was founded; but it did represent an increased freedom of organization and demonstration rights.
