Abstract
The analytic hierarchy process (AHP) is a theory of relative measurement on absolute scales of both quantitative (tangible) and qualitative (intangible) criteria based on the paired comparison judgment of knowledgeable experts. Pairwise comparisons can serve as a tool of measurement and enable a valid scale of priorities to be derived from these measurements. How to measure intangibles is the main concern of the mathematics of the AHP. But it must work with tangibles as well to give back measurements that can be used for the quantitative factors in a decision with accuracy on tangibles.
