Abstract
The goal of the authors’ research was to develop measures for the innovative development of the municipal system for the control of municipal solid waste management processes. The authors of the paper have used the systemic approach to substantiate the measures. In the course of research, the authors have identified the key features and specifics of the municipal solid waste management system. State of the art review of the theory and practice of municipal solid waste management in Russia and statistical data allowed the researchers to highlight the key features and special aspects that determine the need for the transition of municipalities from local solutions to innovative mechanisms for managing this area. Relying on the analysis of the world and domestic theory and practice, the authors of the paper have identified the areas of innovative development of mechanisms for the management of operations of municipal solid waste management companies at the municipal level. In addition, they have substantiated that further research studies on the creation and implementation of controlling centers of the holding company based on the concept of joint use centers have potential. The use of this concept will make it possible to adapt controlling methods and tools currently existing in domestic and international practice, to apply them in the field of municipal solid waste management, including the introduction of elements that take into account specific features and special aspects of the Russian market of municipal solid waste.
