Increase of Quality of Provision of Social and Information Services to Population in the Conditions of Development of the Digital Economy

Abstract

The purpose of the research is to develop and to substantiate the measures for increasing the quality of provision of social and information services to population in the conditions of development of the digital economy. For substantiating the recommendations for increase of quality of provision of social and information services to population in the conditions of development of the digital economy the authors use the systemic approach. The authors substantiate the interconnection between the market of social and information services, determinants of their development, and specifics of interaction. Also, the authors determine the conditions of information interaction as a factor of increase of quality of provision of social and information services to population within the systemic approach in the conditions of development of the digital economy. The authors develop a model of provision of quality of social and information services to population in the conditions of development of the digital economy based on consideration of the influence of the factor of information interaction. The determined determinants of development, specifics, conditions, and mechanisms of information interaction in the market of social and information services allowed for development of a scientific and methodological tools that ensure the increase of quality of provision of social and information services to population in the conditions of the digital economy. The indicators, developed from the position of consideration of information interaction, the principles of openness and accessibility of information, consideration of standards and indicators, characterize the most significant criteria of evaluation of quality of provision of social and information services (satisfaction with quality of services and quality of received service), the mechanisms and tools of expert evaluation, the results of obtained statistical information and information via telecommunication channels, and the level of integration and automatization of information systems that are implemented in organizations of social services.
