Abstract
This chapter aims to create the theoretical framework that serves as the model for the analysis of digital policies in the European Union. Starting with a brief discussion on governance in general and European governance in particular, the chapter focuses on two theories that can provide insights into the interaction between actors, into their preferences, as well as into possible solutions for an improved governance mechanism for digital policies in the European Union.
