Forest Governance in Brazil and Chile: Institutions and Practices in the Implementation of Sustainable Management of Native Forests

Abstract

This chapter presents an analysis of forest governance in Brazil and Chile from 1990 to 2015. During this period, many Latin American countries reformulated their forestry policies driven by international debates and a new demand for changes in the forest development model, highlighting concerns regarding the degradation and substitution of native forests for other land uses. The study questions whether institutional changes have actually promoted changes in practice during this period, especially in the socio-ecological dimension in the context of native forests. The study was developed from two main theoretical currents that contribute to the analysis of forest governance: based on the Institutional Analysis Development (IAD-Framework) (Ostrom, 2011) and the Practice-Based Approach (PBA) (Arts and Balili, 2013). It considers the multi-stakeholder arena that is established in the face of the challenges and barriers to implementing the management of native forests. Based on qualitative data collection methods, interviews were conducted with actors involved in the implementation of new legislation, such as the Native Forests Law in Chile and the Public Forest Management Law in Brazil. The results of this study emphasize the limited scope of these policies and propose the strengthening of forest governance actors to redefine an integrative and inclusive forest agenda, capable of promoting community development and sustainability in the native forest economy.
