Abstract
The article describes the formation of clusters as evolving polymorphic systems in algorithms of systems analysis based on the international experience. The authors pay special attention to the range of cluster development patterns and the necessary conditions for their formation. The given range of patterns is required to develop algorithms for a comparative analysis of their reflection in the national and regional regulatory documents in order to accelerate the clustering process in the Russian economy.
