Abstract

Though initially dismissed as a plot or a maneuver by Hezbollah’s leadership because the Israelis never forcibly retreated, Israeli preparation for complete withdrawal from southern Lebanon was already underway directly after the failed peace talks with Syria. The ripple effects of the Israeli withdrawal were so enormous it created a new reality: Hezbollah’s mission of liberating occupied Lebanese land was accomplished and, therefore, Hezbollah did not have the legitimacy of keeping its weapons, as stipulated in the Taif agreement, and the Syrian forces were obligated to leave Lebanon. This sudden shift in reality created an opportunity for Hezbollah to redefine and redirect its goals.
