Abstract
Germany has a long history of data collection and monitoring, including some first attempts for installing evaluation in the 1970s. However, evaluation still lacks of institutionalisation in the legal system: There is no federal act on evaluation although evaluation obligations increased significantly. Nevertheless, the political system is the driving force for evaluation practice, including a wide range of different approaches sometimes carried out regularly. Within civil society, only a modest interest in evaluations can be stated. Self-evaluation dominate a small but heterogenous field of actors and public attention in media is still very low. There is one master of evaluation, accompanied by a small number of training courses outside universities. DeGEval—the evaluation society for German and Austrian evaluators—is the largest association in Europe, providing activities on developing and disseminating standards as well as supporting a scientific journal on evaluation with a reasonable impact factor.

In spite of the increasing transferral of responsibility from the local to the national level, and the concurrent expansion of governance responsibility at a European level, the political system of the Federal Republic of Germany is—when compared with other European countries—still organised in a very decentralised way (Grotz 2007).
