Abstract
The adoption of innovative technologies by the Public Administration has been increasing in recent years. In this sense, e-government emerges as a strategic way of using modern information and communication technologies to provide citizens and organizations with rapid and convenient access to information on governmental activities. From this perspective, the Brazilian Ministry of Health (MH) has developed the Parliamentary Amendment Application to facilitate and streamline, safely and functionally, the management of amendments to health resources made by representatives, senators and citizens. This article, therefore, seeks to analyze the implementation of the Parliamentary Amendment Application in the management of public health resources and services. As a result, it proposes a framework to explain the implementation of the application, to further empirically and conceptually the knowledge related to this phenomenon. The results reveal it to be an opportunity for understanding e-government in the context of the Brazilian public health sector, based on the identification of four dimensions and 22 variables. In addition, the work presents new variables concerning the implementation of the application: its use as a management tool; its characterization as a technological innovation; and the possibility of exercising social control over public health services.
