How Resource Nationalism Hinders Public Accountability

Abstract

This chapter presents the results of a deep within-case study of closed nationalism, based on the Chavez administration in Venezuela (1999–2012). It analyzes the evidence collected for each entity of the causal mechanism tested in Chap.  4, including the agenda setting, the policy formulation, the institutional change, the political interplays and the policy outcome for public accountability. Section 2 describes how the Bolivarian revolution was put on the agenda. Section 3 shows that the new nationalist oil policy formulated by the government increased bureaucratic centralization. Section 4 analyzes the institutional change leading back to hierarchical governance. Section 5 is dedicated to the political interplays featuring the coercive implementation style adopted by the executive power. Section 6 states that the public accountability deficit caused by closed resource nationalism can be traced in the combination of various accountability regimes as a system.
