e-Participation in the Exploration of Innovations: Confronting Aedes aegypti and Microcephaly in Brazil

Abstract

The Zika virus infection occurred as an outbreak of unprecedented magnitude in the Americas. Brazil was the most-affected country, with estimates ranging from 440,000 to 1.3 million cases reported as of December 2015. In response, the Ministry of Education launched a national campaign for popular mobilization, encouraging people to send proposals for innovative actions to combat the Aedes aegypti mosquito through a technological platform. Analyses showed that the four-stage crowdstorming lifecycle can serve as a basis for the use of idea management platforms with the aim of gaining social participation. In addition, a highly significant relationship exists between the incidence of Zika virus cases and participation in the challenge of ideas, and no relationship exists between socioeconomic data and participation. Once positive proposals and experiences submitted for public consultation stemming from the population itself have been obtained, managers and others involved may show less resistance to implementation.
